Executive Director – Gombe Education Service & Gombe Medical Hospital
Owekitiibwa Kyewalabye Male David is a distinguished Ugandan educationalist, business executive, Rotarian, author, and respected leader within the Buganda Kingdom. With decades of leadership experience spanning education, healthcare, public administration, land management, entrepreneurship, and cultural governance, he has made significant contributions to institutional excellence and national development.
He is the author of the book Buganda Kika, a comprehensive work on Buganda's culture and clan system. The book is available in major bookshops and serves as a valuable resource for those seeking to understand the Kingdom's rich cultural heritage and traditions.
He currently serves as the Director of Gombe Education Service (GES), where he provides strategic leadership to a network of educational institutions offering quality learning opportunities from early childhood through tertiary education. Under his stewardship, GES continues to strengthen academic excellence, institutional sustainability, innovation, and learner-centred education while expanding access to quality education across Uganda.
In addition, he serves as the Director of Gombe Medical Hospital, providing strategic oversight to advance the delivery of accessible, high-quality healthcare services while supporting the hospital's continued growth, innovation, and institutional development.
Leadership within Buganda Kingdom
Throughout his distinguished career, Owekitiibwa Kyewalabye Male David has held several senior leadership positions within the Buganda Kingdom. He served as Minister for Culture, Tourism and Palaces, where he championed initiatives that promoted the Kingdom's rich cultural heritage, tourism development, and the effective administration of its royal palaces.
He also served as the Managing Director of the Buganda Land Board (BLB), providing strategic leadership in the management of the Kingdom's extensive land assets. During his tenure, he strengthened land governance, enhanced service delivery, improved stakeholder confidence, and spearheaded institutional transformation.
Earlier in his career, he served as Programs Manager at the Buganda Cultural and Development Foundation (BUCADEF), where he led and supported programs focused on agriculture, community development, and socio-economic empowerment aimed at improving livelihoods across the Buganda Kingdom.
Entrepreneurship & Business
Beyond his work in education and public service, Owekitiibwa Kyewalabye Male David is an accomplished entrepreneur with extensive interests in the distribution of fast-moving consumer goods (FMCG). He has played a significant role in the distribution of products for leading companies in the beverage, household, and telecommunications sectors, contributing to business growth, employment creation, and the expansion of commercial networks throughout Uganda.
Church & Community Service
A committed servant leader, he has also made significant contributions to the Church of Uganda. He previously served as the Head of Laity for Namirembe Diocese and a member of the Church of Uganda Provincial Head of Laity, where he provided leadership in strengthening lay participation, Christian stewardship, and community service.
Beyond his executive and ecclesiastical responsibilities, Owekitiibwa Kyewalabye Male David is an active Rotarian and a Past President of the Rotary Club of Rubaga Lake View and a past assistant Governor. Through Rotary, he has actively supported initiatives in education, health, environmental conservation, youth development, and community service, reflecting his enduring commitment to humanitarian causes.
